Doug has been with Colby since 2017, before that he spent 15 years building/renovating/maintaining private golf courses all over the country. and the 5 years before Colby in facilities of a private rehab in the Berkshires establishing the grounds department and helping to bring online a 43000 sq ft detox hospital.  He has a bachelors degree from Westfield State University focusing in Plant Biology and Business Management and an Associates from Umass Stockbridge in Turfgrass Management. He has also received certification from UConn as a Master Gardener and from Hunter and Rainbird for irrigation.

Douglas Plummer

Kimball Union Academy - Outreach Coordinator

Douglas Plummer is the Director of Facilities and Operations at Kimball Union Academy in Meriden NH. Doug has been with the school since 1985 and has served as the Grounds Manager, the Assistant Director of Facilities, and he’s been the Director since 2005. He and his staff of 25 people maintain a beautiful campus of 42 buildings and approximately 1500 acres of property. Responsibilities include; Building Maintenance, Housekeeping, Grounds & Athletic Field Maintenance, Transportation, Event Management, Compliance, and Safety & Security. Doug became a member of NNECERAPPA in 2008. He holds a degree in Forestry and is a Level 1 Certified Firefighter, and certified in ICS-100, IS-200, IC-700, IS-00100.sCa for Schools, and Hazardous Materials Awareness and Operations. Doug has been a member of the local volunteer fire department since 1979 and has served as Training Officer, Deputy Chief, and Chief of the department.

Hank Dozier

Retired - Emeriti Chair

One of the chapter’s original founders and its first VP ; succeeded Dick Eustis to become chapter’s 2nd pres. Hosted chapter’s 2nd semiannual neeting at UNH , Durham NH . Conceived of “VENDOR SUPPORT” (known now as “Business Partners”) and after expenses chapter’s first real income in amount of $1,400 to $ $ 2,000 went into treasury. Project new growth of emeritus folks from both NH and Vermont , initially with semi annual gatherings within the two states and then we can amalgamate with Maines large group.

Jessica Picard

CEFP - University of Southern Maine - President

Jessica is the Director of Administration for Facilities Management at the University of Southern Maine; she has worked at USM since 2005. Her responsibilities include purchasing and procurement in addition to all human resource functions for the department. She first attended a NNECERAPPA chapter meeting in the fall of 2011 and became a member of the chapter’s board in 2013. Jessica holds a Bachelor’s degree in Business Administration, a Certificate in Leadership Studies. She has completed 3 out of 4 tracks of the APPA Facilities Management Institute.

Karen is the Program Specialist for Environmental Health & Safety at the University of Vermont; she has worked at UVM since 2005.

She has a bachelor’s degree from Champlain College in Business Administration and an Associate from Champlain College in Accounting.

She has also received certification from the University of Vermont in Financial Operations Management and Certificate in Management & Leadership.

Marc Guertin is the Director of Facility Management at Southern New Hampshire University in Manchester, NH. With over 20 years of experience in state service and higher education facilities management, Marc has held multiple positions including Housekeeping Manager, Assistant Director and Associate Director. He is currently on the safety and commencement committees, In addition Marc is serving on the ERAPPA 2018 host committee and has completed 1 of the 4 tracks of the APPA Facilities Management Institute

Paul Campo

University of Vermont - Ex Officio / Past President

Paul is in his 16th year with the University of Vermont, currently serving as the Quality Assurance Administrator/Shift manager for Custodial Services. He has 28 years of experience in large scale facilities management or higher education institutions. His main focus today is on work loading, performance measurements, sustainability (environmental & economic), and project/vendor coordination. Paul previously served as Vermont State Director(2 terms), Secretary/Treasurer, Vice President, and President of NNECERAPPA. He has a BA from SUNY Geneseo, completed: the Facilities Management Institute, the Leadership Academy and  is a Registered Executive Housekeeper (IEHA).

Richard Wolbach

CEFP & CEM - EnSave - Business Partner Liaison

Richard worked at The University of Vermont (UVM) as the Energy Management Engineer. An employee at UVM for almost 28 years, Richard has performed many high-level energy projects across campus – including solar / wind renewable energy projects, LED lighting upgrades, HVAC optimization / controls, retro-commissioning type projects, and LEED related energy conservation measures (ECM’s). Richard has a Bachelor of Science (B.S.) degree in Electrical Engineering from The University of Vermont, is Building Operations Certified (BOC), has his Certified Energy Management (CEM) designation, as well as a graduate of APPA’s Institute for Facilities Management. Richard has served on several NNECERAPPA and ERAPPA conference related educational events over the years and is currently the long-standing Board Member Co-chair of the NNECERAPPA Business Partner Liaison committee. Successful completion and certification with the APPA CEFP program.  Richard is currently employed with EnSave, Inc.  He performs complex energy audits and analyses for the agricultural sector across the U.S.

Phillips Exeter Academy - Membership Chair

Tandra is a custodial services supervisor/Events coordinator at Phillips Exeter Academy. She was a first time NNECERAPPA attendee in 2017 at Bates College. She was also attended and was on the host committee for the supervisors toolkit held at PEA in April 2018. In the fall of 2019 she was a first time attendee at ERAPPA in Manchester New Hampshire. She had attended APPA’s  leadership Academy in February of 2020. She is really excited to join the board.

Tim Pratt

Bates College - Professional Development Chair

Tim Pratt is the IT Systems Specialist for Facility Services at Bates College in Lewiston, ME. Reporting directly to the Director of Facilities Operations he is responsible for technology support within the department with a focus on optimizing the Maximo CMMS system, and business process improvement throughout the department. Tim holds a Bachelor of Arts in English from the University of Maine, as well as a certificate in Facilities Management from Ferris State University. Prior to Bates, he worked directly for the University of Southern Maine Facilities Management Department as well as the University of Maine System, serving all seven campuses as the Integrated Workplace Management System Manager. He also serves on his local Community Forestry Committee in Bath, ME. Tim has attended several NNECERAPPA and ERAPPA events and is eager to serve the higher education community in his role with the board.

Tom Baker has worked at Norwich University Facilities Operations for 25 years. He has held several positions including groundskeeper, Building Maintenance Inspector, Facilities Operations Scheduler, Custodial Services Manager and Grounds supervisor. Tom has served as the secretary of the Norwich University Staff council. He has completed 2 of 4 tracks of the APPA Facilities Management Institute.

William Gagnon

EFP - Phillips Exeter Academy - Technology & Communications Chair

Billy is a custodial supervisor for the Facilities Management department at Phillips Exeter Academy. He also oversees staff training & development and members responsible for cleaning and events & services. Billy joined the academy in 2013. Billy joined the chapter in 2016 as a first time attendee and filled the position as Technology Chair in Spring 2017. He’s designed multiple webpages in the past using classic html formulas and current technology. He has a UNH professional certificate, has completed APPA’s Supervisors ToolKit and has completed 1 of 4 tracks at APPA’s Facilities Management Institute. E.F.P credentials were awarded in fall 2017.  In 2018 he joined the position as the regions AYP member. In 2019 he was ERAPPA’s rising star recipient and also received the presidents award.
